Some days ago, my server got disconnect to twitter API (user streams API).
I checked the reason of disconnect using commands of "ping" or "traceroute" on my server (a).
I got the result like following:

traceroute twitter.com
traceroute to twitter.com (199.59.149.198), 30 hops max, 40 byte packets

On the other hand,
On my another server (b), I got the result like following:

traceroute twitter.com

On my server (a), I checked connections, using the command "ping"
1~9 : success
10~11 : no respose

Thus I think twitter.com excludes my IP address of my server (a).
So what shoud I do.

I'm wondering the same thing. I've got a WordPress plugin running on my server which can't connect to Twitter, seemingly because of the same issue (according to the plugin developer) -- what should I do to get my IP address unblocked?

Right now the best way to report specific instances like this is by emailing api@twitter.com from the email address associated with your Twitter accounts. Include as much diagnostic information as you can.
